Question:  A-1 is in the low post without the ball and has his/her back to the basket. Defender B-1 assumes a position behind A-1, short of contact. A-1 turns and before he/she takes a step contacts  B-1.  Official rules a blocking foul on  B-1. Is the official correct?

Answer:  Official was correct. Time and distance are a factor without the ball. If A-1 had the ball, time and distance are not required. A-1 would have commited a player control foul if A-1 had the ball.

Question:  A-1 is intentionally fouled on a 3 point try.  The try is successful.  How many free throws should A-1 receive?

Answer:  2 free throws are awarded (and the 3 point goal is counted.)

Question:  Airborne shooter A-1 releases the ball on a field goal attempt.  Before he/she returns to the floor they are fouled by B-1. The try is unsuccessful. The official awards A-1 two free throws ruling he/she was fouled in the act of shooting.  Was the official correct?

Answer:  The ruling was correct. An airborne shooter is in the act of shooting until they return to the floor.
